The draft is all set but the section which says that the bill over a certain amount is to be paid online only is not possible for all. In the countryside there is still a big population which is unable to pay online payments, and thus they have to travel few kms to reach the nearest town to visit a cyber shop for online payments, form submissions, etc. And there is a great distrust that the consumers can be manipulated by the shop keepers.

To provide a little strength to the agriculture sector, the electricity costs must be cut off for farmers/agriculture based occupation like animal husbandry, pisciculture, etc.
Also the bill payment must also be available at offline counter points, in the own village itself.
